Commission Bylaws
The Bylaws
provide the framework for the purpose and mission
of the Ventura County Children and Families First
Commission: To promote, support, and improve the early
development of children from the prenatal stage to

Principles of Equity
Developed by
the State Commission Advisory Committee on Diversity
and adopted by the Children and Families First Commission
of Ventura County on November 14, 2001, the Principles
of Equity serve as guidelines to ensure that the programs
and services established and supported by Prop 10
funds are both culturally and linguistically competent
and inclusive in serving children with disabilities
and other special needs.

Faith-Based Guidelines
The Faith-Based Guidelines were developed to clarify
the relationship between Proposition 10 objectives and Faith-Based partners.
The guidelines were revised by the Commission on November 7, 2002.
