Santa Clara Valley RFQ: Q & A's

The question and answer period has been extended to 4 p.m. on December 14, 2009.  We welcome your questions.

1. Applicant Question: “(section) Scope of Work - Contract Agency Responsibility
Re: " Assume an existing lease for the NfL Family Resource Center and . . ."
What property is this and what are the terms of the existing lease?”

First 5/SCV NfL Answer:
The NfL recently signed a lease for new FRC and office space at 217 10th St., Santa Paula, 93060. The lease would be assumed by the selected applicant on behalf of the NfL after signing the NfL contract. The basic terms of the lease are as follows:

  • End date of lease: June 30, 2011
  • Monthly rent: $1,831.50
  • Security deposit: $2,442
  • Tenants share utilities except water/sewage which is paid by the landlord
  • Landlord maintains grounds
  • Square footage: approx. 2,442 sq. ft.

Additional office/meeting space available on site if needed at a later date.

2. Applicant Question: What is the current procedure for the data entry into GEMS? Are the subcontractors entering their own data or is the NfL staff inputting everything? If the NfL is entering all data which staff position is responsible for that?

First 5/SCV NfL Response: Subcontractors submit data sheets periodically and/or along with invoices and do not enter data into GEMS directly. The Neighborhood Liaison is primarily responsible for data entry in GEMS with support/assistance from other NfL staff members as needed.

3. Applicant Question: To summarize, we received a series of questions about flexibility in the current NfL staffing pattern, the current lease agreement, and potential for merging operations with other existing entities in the Santa Clara Valley.

First 5/SCV NfL response: We would like to clarify that the NfL governance body has primary responsibility for decisions regarding staffing and NfL policy and program direction on an ongoing basis and that these are issues that would be driven by the governing body rather than the contract agency.

The RFQ lays out the intentions of the SCV NfL governing body regarding current staffing and lease arrangements; these are echoed in the application review criteria relating to management structure/integration of staff and transition plan.
